The Resolution: Not to buy anything new in 2006.

The Exceptions: Food, beverage, hygienic and health supplies, purchases required for work (inkjet cartridges, gasoline), purchases made by proxy for others (when necessary), purchases with a negligible material component (mp3 files, computer fonts), purchases made in real, unforeseeable emergencies.

Other Possible Exceptions: Items purchased used at thrift stores/ garage sales/ craigslist, etc. Items purchased for charitable reasons (see if there isn't a way to donate directly).

Examples of Items the ExConsumer wouldn't buy new: Newspapers, sunglasses, clothes, CDs, DVDs, electronics, toys, stationary, pens, books, shoes.

  ExConsumer Level 5: The Whole Hog Level 5 goes back to the basic foundations of the ExConsumer Project, and is specifically designed to help former Superconsumers become more concientious in their buying decisions. The somewhat hyperbolic vow of the ExConsumer is that he/she will not buy anything new for an entire year. While it is inevitable that there will be slips and re-definitions of the basic rules as the year goes on, the ultimate goal of the ExConsumer project is to make one think before buying, and to make better decisions about one’s material world as a result. Q: Are the different "Levels" of the ExConsumer Project Cumulative?

Only if you want them to be. You can do levels 2 and 4 and skip 1 and 3, or whatever.
